After restarting and launching the Creative Cloud Desktop app, you should no longer get the "You don't have access to manage apps" error message. It provides tools to help you set up a development environment and libraries to create your own. PWA Studio gives you everything you need to create Progressive Web Application (PWA) storefronts powered by Adobe Commerce or Magento Open Source. To fix it, we need to edit this XML file and allow the panel to be shown again. This site provides developer documentation for the tools and libraries offered by PWA Studio. Copy and paste the altered copy from the desktop into the Configs folder The Apps tab should be along the top row of tabs (or panels as Adobe calls them) alongside Home, Assets, etc., but it is mysteriously missing: This is the result of a leftover XML file that was used to block access to the Apps panel in our previous configuration. Rename the original ServiceConfig.xml in the Configs folder (to ServiceConfig-old.xml, for example). If the OS tells you that you don't have permissions to change the file. On your machine, navigate to the ServiceConfig.xml file at the following location: Faculty and staff can download an individual Adobe Creative Cloud 2021 license through Adobe. To fix this, first sign out of the Creative Cloud Desktop app, then close the application. Technical support inquiries can be directed to the NYU IT Service Desk. Customer Support is available from Monday through Friday, between 6 AM to 6 PM EST. These libraries are also housed in Adobe cloud storage (1TB per license, pooled across your team) and are owned by your business. 
Either complete a Contact Form, or call the toll free customer support line at 1-86. Team libraries automatically sync your business design elements across the entire team’s Creative Cloud apps, ensuring everyone always has easy access to the same, most up-to-date design elements.

Why is this not a no brainer that Adobe should provide this file or tell us that we need to do the above I tried this and it worked on my Win10-64 pro AMD Phenom II 1100T CPU. I will try this, though I already ordered an upgraded CPU for one of my installations.
Lab managers can inquire about the updated Adobe Creative Cloud SDL (Shared Device Licensing) offering for classroom and lab environments by contacting the NYU IT Service Desk. I looked for this missing file but found it nowhere. ADOBE CREATIVE CLOUD APP LIBRARY MISSING UPGRADE
